It’s really common to see very young children left in charge of shops while their parent takes a break somewhere.  This little boy makes change so that people have a lot of tiny coins (10 paise, 25 paise, 50 paise coins, denominations that are no longer made) to give to beggars and sadhus. This is in Rishikesh, along the banks of the Ganga. Just out of the photo is a scale where people can weigh themselves for a rupee.
